Benj, I've suggested this before but I thought I'd do so again since you seem to be around. It may sound a bit over the top, but I mean it in all seriousness.

The main thing that frustrates me about the quota is that many ultimately successful reviews take two goes. The first, rejected one is thus just a waste. My idea is that when a review gets approved after being rejected (not counting for being over quota), then the reviewer gets a bonus submission slot to compensate for the one that they shouldn't have needed to use.

It's understandable that the MERPs make mistakes, but that doesn't mean that there's no reason to try to minimise the impact of such mistakes.
